Black holes will continue increasing in mass for a time - as long as they can ingest more mass than the little mass they lose through Hawking radiation. Eventually, they will lose mass through Hawking radiation, and evaporate; but this takes a long, long time.

If a photon crosses the event horizon of a black hole as that photon follows the curve of spacetime "down" into the black hole, it is probable that a photon moving "with" it will suffer the same fate.
