Bouyant force
A floating object displaces a weight of fluid equal to its own weight.
In case of a razor blade, the surface area of the blade increases as compared to a steel block of probably the same mass kept in water. Pressure is inversely proportional to area. Hence less pressure acts on the blade in downward direction resulting in floating of it on water surface. Bouyant force exerted on the body increases than weight acting downwards causing the floating.
If it's floating, then the buoyant force on it is exactly equal to its weight. (That makes the vector sum of the vertical forces zero, which is why the object is not accelerating vertically.)

The buoyant force on an object depends only on the weight of the fluid displaced: Fb = Vd*ρf*g Vd may not be the volume of the object; for example: if the object is floating on the liquid surface. Also, there may be other forces acting on the object, such as its weight (Mo*g)
