Enumeration is one possible answer. The census is another.

That would be Los Angeles with a legal population 9,862,049 people, and a a large over population of Illegal population. And that is just the main part of the city. That's not counting the surrounding parts of the city.
The United States population is already well over 300 Million; the official estimate for 2008 was 307, 823,000.
