SMOM and the Republic of Malta are two different things. One is a Order descendent from the grate Military orders that conquered the Holy land during the crusades. The other is an actual land mass (island) located below Italy. Malta was once property of SMOM. Malta is now a Republic and belongs to the Maltese People. SMOM don't have an actual country to govern and that puts them in a weaker position. Although SMOM do have diplomatic relations with most of the World governments and probably have more money than small Malta has. Between SMOM and the Republic of Malta, the Maltese would probably win, but that all depends on how the battle is fought.
