I had an 01 Millenia with a similar so you may want to track down the following: Check that the distributor is intact and properly sealed; check all spark plug wires and the plugs themselves; If the check engine light is on get the code read. My Millenia ran fine at city speeds but as soon as I would get on the highway and accelerate, the car would begin missing and losing power. My distributor ended being cracked and the spark was escaping and not making it to the cylinder. Good luck! The 2.3L has coilpacks,no distributor. If it was a fuel filter it would cause hesitation at lower speeds as well.
NO. if you replace the fuel filter, it will have NO effect on the flashing ce lite. how bout get the codes scanned, and THEN see why it is flashing? using the guess method to diagnose a problem with the millenia doesnt work
Hi'I also have a 1996 Millenia, just changed my out. At front of your engine 2.5 just over your oil filter, you have to unplugg the pressure switch wire befre you can get the socket on it.

The manual indiated of 4.2L w/ oil filter replacement and 4.0L w/o filter replace, based on my 02 millenia 2.5L.
My book (Mazda Owner's Manual) says 4 liters/4.2 quarts, for a 2.5L Millenia, with a filter. The book also states that it is 3.7 liters/3.9 quarts w/o filter. The 2.3L Millenia is 4.1 lit/4.3 qt w/filter, and 3.8 lit/4 qts w/o filter. >>>>From page 9-4 of the manual which was supplied with the car.
There are many things that can cause a 2000 Blazer to have hesitation problems. Some causes could be bad plugs and wires, fuel filter, or the EGR valve.
When that happened to me it was the sensor to the air filter. I had to replace the air filter and sensor.
The fuel filter is located through the trunk of the car. There is an access panel on the passenger side.
