There are three common reasons:
1) The starter is very old and the brushes wore out.
2) A cheap aftermarket starter was used instead of an OEM starter when the original starter failed.
3) The starter was cranked for too long without letting it rest and overheated.

A 1994 polaris 750 sl isn't premix it's oil injected nothing to worry about other than injectors.
if you don't have a manual bring it to someone that knows or order a sbt replacement

A SL 750 goes between 46-53 depending on conditions and mods. Not sure about the 650.
depends on weight of riders and water currents but mine with one 200 lb rider will do 50 mph.
