The adoption fee at a shelter is generally far less expensive than the cost of a purebred dog from a breeder. Also, smaller dogs eat less, therefore costing less in food bills over the life of the dog. But be careful not to get a dog TOO small, as "teacup" type dogs can have significant health problems due to their size, thus costing you more in vet bills.

Labrador or a bijon frise! :D
It depends on who you buy it from. Common Dog Breeds and some toy breeds are usually the cheapest f.e chihuahua, pomeranians, labrador retrievers, etc. Rare breeds and colorings would be the most expensive.
There is no cheapest small dog. Dogs are usually priced on their characteristics, breed, and colour variation. They can also be priced accordingly for what they could make, like a very active one being priced higher than his lazy brother for example. The cheapest dogs are usually ones from rescue centres, all you need to pay is a small donation, but the dogs are more picky and generally harder to train.
If you are looking for the "cheapest" dog, you likely should not adopt one as any dog can get expensive- vet bills, food, etc. Many dogs end up abandoned because people don't realize this. Unless you can make the commitment to treat the dog (or cat) as part if the family, meaning treating it well and loving it and not abandoning it for ANY reason, you probably should think of another idea.

"Best" - in anything - depends on the purpose to which the item will be put.
In this case, how will the dog be "used" - is it a working dog, a pet for a a growing family, a companion for an elderly person, how large is the home it will live in... etc. etc.
The answer to these questions will determine the answer to "which is the best".
Only then will money be important - it's no good getting a cheap but good guard dog type if it's to be a pet for small children. Nor is a gundog good for an urban apartment... etc. etc.
Personally, you should think about what you want in a dog, does it fit your lifestyle. Not "Is it cheap". It is a living, breathing animal. you cant put it on a shelf and forget about it!
