The choke on an outboard motor restricts the amount of air flowing through the carburettor to help starting by making the fuel/air mixture "richer".
On small, pullstart outboards the control is usually on the front of the cowl and may be incorporated in the "fuel on" switch. This control is often missing or broken on old engines.
On bigger, electric start motors the choke may be on the remote control box or may even be automatic.
If you do not have the manual for your outbaord, look on line for an exploded diagram.
