That depends on the cam. If it's hydraulic there would be preload, not clearance. If it's solid, you'd need the manufacturer's cam card to set the correct backlash.
If it has center hold-downs on the rocker covers, it's probably a roller cam.
No, It does not change the ratio of the rocker arm. ( lift or duraration ) They are designed to keep from cutting into the rocker arm stud if you have a 500 lift or more camshaft that's it.

hey i did the same job in my 1980 chev pickup with a 350. i used the stock pushrods but i did replace the lifters. learn from my mistakes and dont torque your rocker arm bolts down too tight or you run the possibility of bending valves... like i did. enjoy your build
