If you're asking about the distance between Mercury & the Sun and the distance between Mercury & Venus, then at least in theory, if Mercury should be at aphelion when it catches up to Venus in its orbit, the distance separating them would be 38,183,100 km, placing it closer to Venus than the Sun at that point in time. Most of the time, though, Mercury will be closer to the Sun than Venus.
