There is no code to get Dialga in Pokemon Rumble. The only way to get Dialga in Pokemon Rumble is by releasing a Lucario, Bastiodon, Magnezone, Dragonite, and Garchomp. You will get a ticket which you can redeem at the random recruiting part of the terminal.

You can find Lucario at the Windy Praire on another Rank S.

You can find Bastiodon at the Fiery Furnace on another Rank S.

You can find Magnezone at the Fiery Furnace at another Rank A and on another Rank S.

You can find Dragonite at the Windy Praire Rank S on normal.

You can find Garchomp at the Rocky Cave on another Rank S.
