The layer in upper atmosphere is ozone layer. It protects us from UV rays of the sun.
It is a good thing for the ozone to be in the upper atmosphere. It is due to the fact that ozone in upper atmosphere forms the ozone layer.

The third layer of Earth's atmosphere is the mesosphere, located above the stratosphere and below the thermosphere. It extends from about 31 to 53 miles (50 to 85 kilometers) above the Earth's surface. Temperatures in the mesosphere decrease with altitude, reaching their coldest temperatures in the upper regions of this layer.

The upper layer is different from the bottom layer because the bottom layer has more gualities to a living thing than the upper layer.
The temperature is coldest in the stratosphere, particularly in its upper region known as the stratopause. Here, temperatures can drop to around -60 degrees Celsius (-76 degrees Fahrenheit) as altitude increases. This layer sits above the troposphere and below the mesosphere, where temperatures begin to rise again.
The mesosphere extends from about 50 kilometers (31 miles) to approximately 85 kilometers (53 miles) above the Earth's surface. It is the third layer of the atmosphere, situated above the stratosphere and below the thermosphere. This region is characterized by decreasing temperatures with altitude, reaching the coldest temperatures in the Earth's atmosphere at its upper boundary.
