The layer in upper atmosphere is ozone layer. It protects us from UV rays of the sun.
The coldest layer of the Earth's atmosphere is the mesosphere. Temperatures in this layer can drop as low as -90 degrees Celsius (-130 degrees Fahrenheit) at its upper limits, making it colder than both the stratosphere above and the thermosphere below. The mesosphere extends from about 50 to 85 kilometers (31 to 53 miles) above the Earth's surface.
It is a good thing for the ozone to be in the upper atmosphere. It is due to the fact that ozone in upper atmosphere forms the ozone layer.

The upper layer is different from the bottom layer because the bottom layer has more gualities to a living thing than the upper layer.
The temperature is coldest in the stratosphere, particularly in its upper region known as the stratopause. Here, temperatures can drop to around -60 degrees Celsius (-76 degrees Fahrenheit) as altitude increases. This layer sits above the troposphere and below the mesosphere, where temperatures begin to rise again.
