I'm just guessing on this but I have made observations of when the color blue appears in Green Lantern and I have reason to believe that when their eyes turn blue, since blue is the color of hope and hope increases will, it means the Green Lantern has great hope and his willpower is stronger because of this.
Any type of green really! Hope this helped.
