Windows XP does not have 'proper' dos, but it does have a command prompt which is a lot like dos. You can access a DOS-like command prompt before booting Windows XP by first restarting your computer and before the Windows XP loading screen appears, repeatedly hit the 'F8' key on your keyboard. This will give you boot up options. One of them will be 'Safe Mode with Command Prompt'. This is the same command prompt that would appear if you hit [Windows]+[R] key in Windows and typed 'cmd' and then hit enter.

These systems "booted in MS-DOS mode" by interrupting the boot sequence that started them from the DOS command line. The command is exit regardless what version of DOS or Windows you are running. DOS has not changed even in the Windows 2000 and XP versions exit is still the command to close a DOS correctly. When you get to DOS type ver or version to see what version of DOS you are running. Plus, how are you getting to DOS from Windows? Are you opening a Run prompt and typing command? Are are you typing cmd at the Run prompt? This has something to do with it also. type Exit and press enter Other wise you are on Restart in DOS MODE then Press Win and your computer automatically restart other press ALT+TAB or Alt+Tab

Pretty much yes, up until Windows XP there were versions of Windows that ran "on top" of MS-DOS, but XP (based on Windows NT) removed that requirement. MS-DOS sort of lives on as the Windows command prompt which supports most of the MS-DOS commands and allows people to run MS-DOS programs.
