Tools then Options... from the menubar at the top of the application. Once the mIRC Options window appears, go to categories (on the left hand side), expand Connect and choose Servers. From here find the server you want and double click on it.
Make sure you are typing the server address correctly. If you are, the server may be temporarily down.
It is your name that people see in the IRC channel you wish to join.
Join a server with people in it, or just use the console command "bot_add" to add a bot to your own server.

The best thing you can do when mIRC is giving you an error that it is unable to create a socket is to check your firewall settings. Another solution is to change the server as the current one may be offline.
