Is French Guiana an independent country?
French Guiana is not an independent country, not a colony either, according to the definition and list maintained by the United Nations. It is a French oversea region, which asked to be integrated as a part of France, and to have the same laws, currency, etc... in the same fashion than the mainland.
Why do people in French Guiana celebrate Bastille Day?
Because it represents the French Revolution in 1789. French Guiana is an overseas department of France, which is a similar designation as Hawaii for the United States. Therefore the same historical traditions that are important in the French mainland have currency in French Guiana. (Hawaiians celebrate US Independence Day even though they were not present for the signing of the US Declaration of Independence, but because they are Americans too.)
