to reduce earthquake damage, new buildings must be made stronger and more flexible. older buildings however must be modified to withstand stronger earthquakes
Most of the damage done by hurricanes or earthquakes could have been avoided by building structures to withstand such forces. That is why you see so much more damage and destruction when one of these disasters hits a poor part of the world vs america. Most of the time we can build our structures to survive cause we have the money but places like China and Burma (Myanmar) can't and you saw what happened then.

There is nothing humanly possible that can be done to prevent an earthquake anywhere. The loss of life and damage can be reduced to some degree by improving construction and emergence readiness.
