It's in the brain, the hypothalamus. Probably because the brain is the most important organ in the body and it needs it temperature regulated more than any other body part: 10 degrees too hot and in 3 minutes, brain damage occurs, 6 degrees too hot for 30 minutes and damage occurs, 20 degrees too cold for 30 minutes and brain damage occurs.
About 6 minutes before brain cells start to die. If a person has a cardiac arrest resuscitation has to begin within this time to be successful. The brain can survive without oxygen for about 3 minutes before it is permanently damaged. After 3 minutes there is likely to be severe brain damge which usually leads to a coma. If you survive the coma you will probably have very limited brain function i.e. not being able to walk or talk. After 10 minutes, (without special measures such as freezing) the brain will most likely be dead.

Cannabis has not been proven to damage the brain at all. There was a study that has shown that it instead stimulates brain cell growth. The study that showed that damaged the brain was found out that they had monkeys that were suppose to smoke 30 joints a day in this test. They found out the study was not done that way. Instead they put these masks on the monkeys for 5 minutes a day, and starved them of air and just pumped smoke of marijuana. Most of the monkeys died and when they did they counted the brain cells of the monkey before they were on Marijuana and after when they were dead. Since they were suffocated that is how they lost the brain cells not from anything the Marijuana did. Now all studies on marijuana have not shown any damage to the brain, but as i stated earlier it stimulates brain cell growth.
Usually brain damage begins after about 3-4 min of respiratory or cardiac arrest. However If someone has not been breathing for up to 30 minutes, then we do not usually attempt to resuscitate them as they would have horrific brain damage if they survived. Personally, if I was presented with a baby with blue lips and not breathing, I'd have other concerns than how much brain damage they have. Sorry, just being sarcastic now. Dealing with abusive drunks on a 12 hour night shift will do that to you.... :(
