the default size of recycle bin is 10% of available each drive.if a computer contain 3 drives name c,d,e, and suppose the their size are 35 MB,25 MB, and 30 MB. so the size of the recycle bin become (3.5+2.5+3)=9 MB in size.
there is also a property available in the property option of recycle bin that allow user to increase the size of recycle bin.

Right Click System Recycle bin on desktop. Then Click Empty Recycle bin to delete all files from recycle bin. If you cannot found recycle bin. Right click desktop > Properties > Desktop > Customize Desktop > Mark Recycle Bin under general Tab.
