A terrorist group is a group of people that uses fear as a means to get people to do their bidding or see their message. It can be used by small groups with their own political agenda. or even in the larger sense as the parking of a aircraft carrier of shore to whole country's that don't cooperate. (Gunboat diplomacy). Terror is the oldest form of ensuring compliance and it is only in modern history that there seems to be some sort of problem with it. Perhaps this is because it takes fewer people to do a lot of damage these days added to the fact that news travels faster then ever before.
