Photoshop Elements is essentially a "Lite" or hobbyist version of the regular Photoshop.
Lightroom and Photoshop (either regular or elements) do different things and target different audiences. There is some overlap in image editing functions, but the easiest way to describe it is Lightroom is a complete photo and data management solution. Photoshop is not.
So it really depends on who you are and what you want to do with the product. Serious photographers generally purchase Lightroom, whereas folks who want basic image editing might get Elements, and for gold-standard do-all professional-level editing you get the full Photoshop. Plenty of people get both Lightroom and Photoshop.

Adobe Illustrator and Photoshop Elements share the ability to layer elements on top of each other in groups or just layers. Both allow the users the ability to create animation from layer placements. Unlike Photoshop Elements, Illustrator does not have the blending mode that always any layer underneath to be changed through tools like brightness and contrast.
Photoshop Elements is Photoshop but with less features, so Photoshop is better but it is professional level software. For home use or to get started Photoshop Elements is OK.
It depends on what you want to do. There are currently 4 versions of Photoshop: * Photoshop CS4 Extended * Photoshop CS4 * Photoshop Lightroom 2 * Photoshop 7 Elements (Mac version is 6) * Photoshop.com If you just want to "try your hand," at graphic design, then Photoshop CS4 Extended is a bit overkill for you needs. Photoshop Lightroom 2 is geared toward professional photographers, so that's not really what you would need either. That leaves Photoshop CS4, Photoshop Elements, and Photoshop.com. Of those, Photoshop CS4 is going to be the most expensive, and the most powerful. Photoshop.com offers a basic online photo editor, and from what I can tell is free. Photoshop Elements is somewhere between CS4 and .com in terms of power. I'd recommend trying out Photoshop.com, and if that doesn't suit your needs, to try Photoshop Elements or Photoshop CS4. Adobe provides free trials of both on their site.
Image Ready was Photoshop plug-in in earlier versions. Photoshop is image editing software.
Adobe photoshop is installed to your hard drive, where as Photoshop portable can be places anywhere and run from anywhere, such as a USB drive.
PS7 has more features then 6. but honestly they are so old you ought to just get Photoshop CS4 or 5
In Extended version you have 3D Tools to work with 3D Objects.
