National Capital Territory (NCT) refers to the geographical boundaries of the country capital of Delhi. It is where the state government operates. The NCT does not have control over the satellite towns near Delhi. As rightly said above, the MCD and NDMC would also operate within it,

National Capital Region, (NCR) is a ter ussed to refer to the capital of delhi and its satellite towns of Noida, Gurgaon, Faridabad, Ghaziabad. It does not have any significant governmental or jurisdictional (grammar?) impact. It just takes the view of Delhi and the cities around it a cohesive feeling. The satellite towns are still governed by their state laws.

We could say that NCT is official, and NCR is unofficial

Hope that helped. (however late the answer has come!)

What is the difference between new delhi and old delhi?

Delhi can refer to the Union Territory of Delhi NCT; the city of Delhi; and the National Capital Region of Delhi, which includes Delhi NCT as well as some areas from nearby states. It can even refer to Delhi Cantonment (which, together with the cities of Delhi and New Delhi, make up Delhi NCT). On the other hand, New Delhi is a planned city in the UT of Delhi, adjacent to the city of Delhi, and is the seat of government of the UT of Delhi as well as the capital (seat of government) of India. The city was planned and constructed in the first half of 20th century so that the British could shift the capital of India from Calcutta to the more central Delhi. New Delhi is adjacent to Old Delhi (known as Delhi; see above), the historic capital of the Mughal Empire (constructed by Shah Jahan).

If delhi is a union territory why does it have a cM?

Delhi and Puducherry are the only union territories of India, which have been given partial statehood according to Seventh Schedule of the Constitution in which Delhi is defined as National Capital Territory of India or NCT-Delhi. Due to this special right of partial statehood, unlike other union territories which are governed by special administrators appointed by the President of India, governments of Delhi and Puducherry both are headed by their respective chief ministershttp://en.wikipedia.org/wiki/Chief_Minister_of_Delhi
