The difference between optical and non optical is the way the drive in the DVD reads the disk. Optical is a better and more higher quality reader. So the picture is much better.

In my opinion, a blu-ray player is used for playback Blu-ray movie, while a Blu-ray reader can deal with both movie and data Blu-ray discs.
Of course, but not bluray. For that you have to get special software, AND a blu ray disk reader. It's probably not worth it if you can just buy one for your tv
