A publisher is the group, organisation, company or individual who is responsible for originating the production of a publication. Normally it is also the person or body who bears the cost/financial risk in making a product available. It is not normally the printer.

For example: While the University Printery prints a lot of publications, it is not the publisher of these items.

The difference between an editor and a publisher is :

*Publisher- is a group, organization, company or individual who is responsible for origination the production of a publication. Normally it is also the person or body who bears the cost\financial risk in making a product available. It is not normally the printer.

*Editor- a person responsible for the editorial aspects of publication; the person who determines the final content or text

The difference between these to is:

*The publisher either owns or is part of the ownership of the paper, depending upon its size. He/she can in some point try to push his/her political agenda or the ownership's political agenda but usually the managing editor and the editorial board are the ones who decide what the editorial policies will be. The managing editor , along with the city editor, sports editor, business editor or if the paper is that small city, political , spots , business reporters all look for errors, check facts (although for the most part they expect the reporter to have his/her information correct ) make sure there are no libelous statements made and in the end are responsible to the publisher or publishing group.

This is a newspaper question, correct? I'll give you the chain of command at the newspaper I work for.

The Publisher is the head of the operation. Most of what he does is supervisory, but his main task on the newspaper is to decide how many pages each section will have on any one day. This is mainly determined by the number of ads we can sell. The Publisher reports directly to the owners.

The Managing Editor is another supervisory position. This person sets the editorial tone for the property. He is hired by the person who owns the paper, and his politics will be similar to the owner's--a newspaper owner who voted straight-ticket Republican for the last 60 years is not going to hire a leftist to run his newspaper. This person reports to the Publisher but rest assured: the owner has his home phone number on speed dial.

Each desk--city, news, sports, food, lifestyles, whatever--also has an editor. These people decide, in the words of the New York Times masthead, what news is fit to print. How much they do depends on how big the newspaper is. My newspaper isn't very big, so each editor reads and corrects copy, chooses stories off the wire services (some papers get the international feeds; mine only subscribes to the Associated Press), writes some stories...at the New York Times, every function my editors handle is performed by a different person. These folks report to the Managing Editor.

In the Modern Era where we lay out the newspaper on computers, work up pictures in Photoshop and print plates from computer-to-plate systems there's usually one layout person per desk and one paginator for the whole paper, but in the old days you had typesetters, photo people, engravers, artists and so on.

They are two different kinds of things.

A publishing house is a business that receives manuscripts, selects which ones to publish, prepares them for publication (a process that includes editing), and arranges for printing, distribution, and promotion.

A freelance editor contracts editing services to entities and individuals. Editing is only one step on the path to publication.
