The diploma programs are shorter term as compared to the bachelor's degree and typically very career oriented to give students all the expertise necessary for entry level positions immediately after completion. The diploma program does not meet the credit or curriculum requirements of The Bachelor's degree because of its design and purpose. A bachelor's degree can take between 120 and 128 credits to complete where a diploma program may take 33 plus credits.
If the question is in relation to Jamaica in the West Indies, then you have diplomas of different types. You have professional diplomas, some of which are considered equivalent to a Bachelors Degree; you have post-graduate diplomas that are post-Bachelors, post-masters, or post-doctoral degrees; then you have 1,2,3 year diplomas that are not equivalent to degrees but can be used to assess credit and exemptions for a Bachelors Degree or Bachelors Completion Degree. It can get a bit complicated. So for each diploma make sure you ask, so you know beforehand which category it falls into. There is also the University Council of Jamaica to check with to sort it all out.

The two words are used interchangeably. They mean the same thing; an individual who had completed an undergraduate degree.
A gold seal is for a regular Bachelor's degree. A red seal indicates an honours degree.

The difference is that a college only gives a degree in one area. Like (culinary arts auto repair). A university however, lets you choose what degree you want (bachelors master Phd) and what in (communications accounting law) whatever. That is the difference between a college and a university.
