Basically it is the region of space that defines a comet from a meteor. The great distance and lack of proximity to our sun causes ice and dust to accumulate on the core and if it is in an orbit that takes it close enough to the sun that mix of ice and dust begins to melt and sheds off the comet creating the "tail" that is visible as it passes by.
