Ideally, a florist would employ floral designers although floral designers can work freelance or independently. Keep in mind that in the floral industry there are no requirements to call yourself a florist or floral designer. There are certification courses and accreditation organizations but it it the consumers responsibility to check if their florist or floral designer have any.
