I can only speak for Australia but basically they are one in the same. Pool Attendant is often the official title -- especially in job ads. However, due to the confusion it may cause, the term Lifeguard is more widely accepted and used.
Many people would think of a pool attendant as being someone who hands out towels and rubs sunscreen on people. A Lifeguard works at a public swimming pool and is fully qualified to perform CPR and administer first aid.
I always think of a pool attendant as being like a "cabana boy" that works at a country club or something!

a life guard is the highest certificate you can get in surf life saving and they get paid when asked, but lifesavers dont get paid and they are usually the ones with "surf patrol", "surf rescue" or "Lifesaver" on their uniforms. they only need a Surf rescue certificate or higher to partol and can be as young as 13 but lifeguards have to be over 18
