A new moon is when the Sun is illuminating the side of the moon that is not visible from Earth. This is going to be when the moon is in the sky during the day. A lunar eclipse can only happen at the other side of the moon's orbit. It is when the moon passes directly through the shadow cast by the Earth.

A solar eclipse is when the moon's shadow falls on the Earth. See the link for an astounding picture of exactly that.

Eclipses do not happen every orbit because the moon is inclined about 5° from the Earth's equator.
