An evangelist is a preacher, but a preacher is not always an evangelist. An evangelist is a specialized type of preacher in more fundamentalist denominations. These denominations have a series of speical services called revivals, crusades, or tent meetings. The goal of these services is to evangelize or spread the word. These services are usually very emotional with lots of hell fire and brimstone preaching. There is an altar call at the end of almost all of these services. People come forward to get saved, get sanctified or get healed. These functions are presumed to require a special dispensation of the Holy Spirit which is more readily available at this type of service. An evangelist is one who specializes in giving the type of sermon that creates the highly charged environment for these meetings. The words in bold above have a specialized meaning in this context.
