I suggest that there is no real difference in the meaning of the two terms. I think what makes the two terms potentially appear different is that the words "on" and "off" are polar opposites of one another. However each one implies that a particular action, decision or conclusion is taking place for a particular reason. I would also suggest that the term "Based on" is more grammatically correct than "Based off". For example, "Based on current economic forecasts, it is believed that the unemployment rate will reach as high as 11%." Likewise, you could also say, "Based off of current economic forecasts, it is believed that the unemployment rate will reach as high as 11%." The only real difference between the two, other than using "on" or "off" is that if you use the word "off", it must be followed by the word "of."
