Well, I suppose it depends on the context of the relationship. You may care for someone, but not be "in love" with them. Perhaps you care for a person in the sense that they mean a lot to you as a friend, but your relationship may be purely platonic. If someone tells you that he/she loves you, if he/she is genuine in that sentiment, it means a great deal more. Love is perceived in our society as a very deep emotion. One usually only says "I love you" when there is a deep emotional connection to another person.
