A circumcised man has had a surgical operation to cut the foreskin off of his penis. This is frequently performed for religious or cultural reasons in infancy. After circumcision, the head of the penis is always exposed even when soft. An uncircumcised man has not had the surgical operation. Most men in the world are uncircumcised, and their penises will have foreskin that covers the head of the penis when it is soft.
