A color picture is one that is in full-color where you can see all the different shades of colors...red, yellow, blue, green, etc. A black and white picture is only in shades of black, white and gray.
The biggest difference is the number of electron guns in the picture tube. A monochrome tv has only one gun as it can only show black, white, or shades of grey in between. Color TVs have 3 guns: red, green, and blue. Varying these tubes give you the full spectrum of color. Beyond that there are differences in the reciever, which has to decode the data for 3 guns instead of one, and in the drivers for the guns. (Again, 3 instead of one.)
The scale, numbered 0 to 9, is comprised of ten shades from the blackest black to the whitest white that can be achieved with black and white film. 0 represents no negative density, while 9 is the maximum density achievable. If memory serves, each step is the result of doubling the exposure. In my opinion, the scale is of no practical use to the average black and white photographer (save for providing a basis of understanding film exposure and development characteristics) unless he/she intends to implement an exposure/development system such as the zone system.
Black and white TV worked and works by the camera itself back in the old days they did NOT have colored cameras like we do know. And the black and white TV shows TODAY... I just guess they don't want to put color in. ;D

All colours on computers can be created by varying the individual values of R, and G and B. White is 255,255,255 Black is 0,0,0 If the values assigned to R, G and B are all identical the result will be a shade somewhere between white and black..... i.e a shade of grey. The greater the difference between the values the 'purer' a colour will be. So that 255,0,0 is pure red, and 255,255,0 is yellow - and so on.
