Assuming that you're talking about YouTube, a director is someone who is allowed to upload videos to a network's channel, wheras a partner is someone who shares ad revenue with the network while monetizing all content on their own channel. They're both symbiotic relationships, but the directorship benefits the network channel more while partnership benefits the content creator more, which is why directorship programs tend to have less strict criteria.
