In my experience epicenter is more often used to refer to the center of activity, e.g., "Las Vegas is the epicenter of gambling in the US," or "Detroit was once the epicenter of automobile production in the US." Whereas focus is more often used to refer to a center of attention or thought, e.g., Bernadette decided to make Las Vegas the focus of her study of gambling," or "The FBI made the Gambino crime family the focus of their investigation of organized crime in America."
