Fetch is what is often called to a dog. But it's not only used in that context. 'Fetch' means to go get something. You could ask a person to "Fetch me my jacket' Although people may think you've lost your mind. It's a very formal thing to say and something you'd find in a Sherlock Holmes book which takes place in the 1890's in England. 'Pick up' is usually an action (or it can be a command just as fetch is both) to grab a something off of the floor and pull it towards you. For example, to grasp a jacket on the floor and lift it up so you can use it. That is the difference between fetch and pick up.
Fetch has a more demeaning tone than pick up. It is a dated word, but not really formal in use. Fetch is almost always spoken as a command rather than a request. Fetch almost means "you will get this item for me and there is no request or debate"
