In order to fly by yourself, or "solo," in the USA before you have your Private Pilot Certificate you need to have at least a valid 3rd class medical certificate/student pilot certificate, have passed a pre-solo written examination, been trained in certain areas pertaining to your solo flight, and been signed off as safe and competent to make a solo flight by a Certified Flight Instructor (CFI).
Technically, a student pilot certificate is a "license," but in order to fly whenever you want by yourself/with passengers without a signoff by a CFI, you need at least a Private Pilot Certificate and at least a valid 3rd class medical certificate.
