The "Head of State" is the chief public representative, while the "chief executive" is ... actually, that term isn't used much outside the US (and countries with constitutions modeled on that of the US), where the President is "Chief Executive" by virtue of being head of the "Executive Branch" of the government. A more common term for the head of government is "Prime Minister".

In the US, the Head of State and Head of Government are the same person, the President of the United States.

However, in many countries (especially those with a parliamentary system), these roles are filled by different people. In the UK, for example, the Head of State is the Queen (or King), but the Head of Government is the Prime Minister.

It's not entirely incorrect to think of the Head of State as being a largely symbolic/"figurehead" position, while the Head of Government is the person who is actually responsible for running the country.
