The male of the species is naturally larger than the female. He also has much larger more flowing finnage. Behaviour wise, the male will almost always sqare up and extend his finnage to a reflection of himself in a mirror while the female does not react as much if at all.

yes they can.

Why is the female fighting fish attacking the male?

First of all, male and female fighting fish (bettas) shouldn't be kept together. They are both territorial and agressive. They may be fighting over territory. It may also be that the male is ready to mate and the female isn't.
