Human Security, depending on the context the term is used in, refers to basic protections of the individual's rights in a collective sense. Standard law enforcement procedures fall under this heading, as do various private methods of ensuring protection and safety. Health, disaster and infrastructural issues can fall under this category too. National security generally focuses on Continuity of Government (COG) and Continuity of Operations (COOP). In other words, National Security refers to the government's continued abilty to operate and govern.
