The difference between the 2 degrees is very minimal, and only consist of 2 or 3 classes that differ from eachother. Many colleges offer a Bachelor of Science in Business Administration - General Management. Seperating the subjects into 2 degrees is pointless, accept to help fill more classes.

Office management has the responsibility and authority for managing the workload within an office. For example, if the office is a law office, the managing lawyer, will assign cases to the paralegals and lawyers typically based on current workload and law expertise.

Business administration has a much broader responsibility and authority. It manages a business unit in a company or even the entire company. And it has overall responsibility for the budget, schedule, and quality of the goods and services provided by that business. Business admin is also divided into functional groups like marketing, sales, production/operation, distribution, personnel, and finance.
