Penetrative simply means entering the body - vagina, anus or mouth - with the penis, tongue or finger.

Non-penetrative means other forms of sexual behaviour - massaging, masturbating, golden showers or S&M. Non-penetrative is often favoured because there is no risk of disease. Also, non-penetrative practices are regarded as less serious when a man is accused of inappropriate behaviour towards an underage person.
