Punishment is any event that decreases the likelihood of something to occur while reinforcement is any event that increases this likelihood. Now negative reinforcement is going to increase the likelihood of something occurring by taking away an aversive stimuli. For example, if you do your homework now, you won't have to take out the trash later.

A theory by Skinner suggests that behaviour is based on reinforcement. A reinforcement is something that will strengthen behaviour. A positive reinforcement is something that will provide something rewarding for somebody.

It is not the same thing, A negative reinforcement is something that gets rid of something unpleasant, therefore the behaviour is likely to be repeated. For example, a headache. Taking painkillers for your headache removes the pain from your head. The taking of the painkillers removed the pain therefore it is likely to be repeated.

However a punishment weakens behaviour and therefore behaviour is not likely to be repeated.
