Valence is how many bonds an atom can form. Oxidation number can be though of as being similar to the charge on an ion, and is based on the difference in electronegativity between bonded atoms. If something is bonded to a more electronegative element, its oxidation state is positive, and if it is with a less electronegative on the state is positive. In a neutral substance the sum of the oxidation states is always zero. Valence and oxidation states are related, though.

Example: In formaldehyde (CH2O) hydrogen has a valence of 1, oxygen a valence of 2, and carbon a valence of 4. Carbon is more electronegative than hydrogen, and less electronegative than oxygen. As a result, each hydrogen atom has an oxidation state of 1+ and the oxygen is in the 2- oxidation state. This puts carbon in an oxidation state of 0.

valency is a discrete quantity while charge is not .

valency tells us how many electrons are the in outermost shell and valency cannot be negative while charge tells how much charge is present on ion after accepting or donating electron it is negative when atom accept electron and positive when it donate electron

They are not really related. The atomic number is a number an arbitrary (if you will) number from 1 to 118 that is used to order the elements of the Periodic Table.

As the atomic number increases, the number of totalelectrons increases, this is because the number of protons is increasing and #protons = #electrons in neutral atoms.

You can relate valence electrons to atomic numbers within a period. For example, in period 2 of the table, the atomic numbers of the elements go from 3 (Li) to 10 (Ne). Within this period, the number of valence electrons increases. Lithium has 1 valence electron in the 2s orbital. Neon has 8 valence electrons, 2 in the 2s orbital and 6 electrons in the 2p orbital.
