Frost is a material that is similar to snow, only thinner and not as thick and sticking as snow. You can actual mend frost, but very slightly. Frozen is an object is completely covered in frozen water, or ice. You can't really mend frozen objects easily as frost, if you use the right materials, of course.

Frozen water is ice. Ice water is water with ice in it. There is also a type of water in glaciers that is colder than freezing, but due to the density of the ice, the molecules in the water create enough friction to cause the water to melt.
