because that's how the tradition of Pokemon games for Nintendo goes. theres red and blue then silver and gold then ruby saphirre diamong and pearl and then comes heartgold and soulsilver. the difference is that in heartgold you get ho oh and in soulsilver you get lugia. and you encounter different Pokemon that's the difference

Also, Lugia, in Soulsilver, is level 45 when you find it, but in Heartgold you find him level 70, in Soulsilver Ho-oh is 70, but in Heartgold, he is 45. There is VERY little difference's between the two games. Also, not to be mean, but you spelled silver in Soulsilver wrong.
