They look completely different. The Coton is from Madagascar and the Bichon Frise is from France. Bichons are typically all white and the Coton have multiple coloring; White, Tri-Color (black, white and brown, that fade over time to biscuit) and the rarer coloring are Black and White, Honey Bear, and all Black (all of the last three might fade over time).
I have a tri-color that ears are both black and biscuit and she still has two biscuit colored spots. I also have a Black and White who has retained all her black. Most B&W's will fade to gray and white, mostly because of the white hairs growing thru the black hairs.
BTW, the Coton is said to be related to the Bichon Eclair, not the Bichon Frise.
Bichons have curly hair that grows close to their skin and never reaches anywhere close to the ground. They are larger (about 13-20lbs) than a Maltese (5-8lbs) and are also more hyper. Bichons are a lot stronger than a Maltese and require more walks. Maltese have hair that flows down to the ground (if you let it) --and if you don't want long hair for your Maltese you can always give it a puppy cut. Their hair is strait and silky, unlike the Bichon.
Physically, they are about the same average height but come from very separate dog family's. Westies are from the terrier group while bishons are from the toy group. There fur types are also different. Bishons have very soft-poofy-white hair while westies have very hard and wiry hair. There temperments are also different. Westies are known to have a personality lik ethat of terriers, so they like to hunt and are prone to be less friendly with children. Bishons on the other hand are quite friendly to strangers and are a prime pet for children. (More detalied) Bishons have folded ears while westies have small pointed upright ears. Bishons have curled tails while westies have short stubby tails.

Bichon Friese: (9-12" 10-14lbs 12-15 years lifespan) Is a gentle, playfull, and affectionate and get along well with children and other animals. It loves to please and so is an outstanding obedience-class student, though sometimes it has difficulty with house training. This is the ideal dog for the city or the suburbs, for the young or the elderly. The Bichon need extensive daily brushing to avoid matting.
Toy Poodle: (10" 5-7lbs 10-14 years lifespan) Well-bred poodles are among the brightest and most responsive breeds. Miniature and toy poodles may be reserved with strangers and less tolerant of children then standard poodles unless socialized with them at a early age. They are also more prone to biting than standard poodles. Poodles to wonderful in obedience class. Poodles do well in cities as long as they get enough exercise. Poodles do not shed and only need to be brushed a few times a week.

Poodles were initially breed to retrieve waterfowl in Germany and then were imported and shrunk by the french to be lapdogs.
Bichons have always been lapdogs even though they do have a common ancestry.
Poodles are much more intelligent then bichons and have a variety of sizes and colors.

well pugs are more wrinklier, they're tails are curly, and they're like bigger than the french bulldog... and personally they're cuter to me!!!
