It's called a Patent Foramen Ovale (PFO). it is caused when the hole in the septum of the ventricles in the heart does not close. All fetuses have this hole and it closes after birth for most people, when it doesn't you get this. This increases the risks of having a stroke.

Some children can tolerate the surgery at the age of five . If your cihild tires or gets short of breath easily , see a pediatric cardiologist even if the pediatrician says s/he is OK.Some kids will actually get a bluish tint {on Caucasian or lighter skinned kids] if they have a serious case.
