Domestic means (having to do with the country itself) so he must have been referring to something within the US. An institution is like The Vatican or the Smithsonian or the National Rifle Association. Its a sort of large group. So maybe Lincoln was referring to an internal US, group.

It actually was not that short. President Lincoln's second Inaugural Address was approximately 700 words in length. You are probably thinking of President George Washington's second Inaugural Address, which was the shortest Presidential Inaugural Address in history, to date.
In his inaugural address, Lincoln promised not to interfere with the institution of slavery where it existed, and pledged to suspend the activities of the federal government temporarily in areas of hostility. However, he also took a firm stance against secession and the seizure of federal property.
